HR 1158 to reauthorize the Steel and Aluminum Energy Conservation and Technology Competitiveness Act of 1988.
BRIEF
This bill originated in 1988 legislation that, in the words of then President Reagan,”… provides a legislative framework for implementing the Department of Energy's Steel Initiative Management Plan. This Act also provides for the establishment of public-private sector partnerships to undertake scientific research and development of technology of significance to industry, utilizing the expertise of industry scientists and scientists from Federal laboratories, universities, and other organizations.”
HR 1158 passed the House last year but failed to become law. The bill would spend funds to help the Aluminum and steel industries develop advanced sheet and bar steel; and technologies that reduce greenhouse gas emissions. The processes considered for funding are those that are not likely to draw private investment without taxpayer funds being applied to the costs. The justification for the spending in 2005 as well as in 1988 is to make the US aluminum and steel industries more competitive and improve national security as well.
