H.RES.202 Providing for the expenses of certain committees of the House of Representatives in the One Hundred Tenth Congress.
Separate from the appropriations to fund the legislature this bill produces spending specifically for House standing and select committees including the Permanent Select Committee on Intelligence. It is a process in which the committees assess their workload and calculate the amount necessary to carry out their missions.
The funds are for two years and total $276,509,023 an amount $10 million less than requested. The Armed Services Committee did receive a $500,0000 supplemental amount for 2007 due to its large workload. The procedure established by Republicans when they gained the majority in 1995 to provide 1/3 of the resources and allocations to minority committee members is continued in this bill.
Due to the 109th Congress’ failure to complete spending bills for FY 2008, including spending for Congress, this legislation aims to provide the minimum amount committees need to operate. The bill provides an across-the-board 2.64% increase for inflation, +2.2% for first session operating expenses, +3% for personnel expenses and +2.4% for operating expenses in the second session.

The Committee states, with respect to clause 3(c)(4) of rule XIII of the Rules of the House, that the general discussion section of this report includes a statement of the general performance goals and objectives, including outcome-related goals and objectives, for which House Resolution 202 authorizes funding.
